Smilie help and Arcade game help!

Where do you get new smilies and how?
I ask this because I already read what to do with the smilies.
But I don't get it acctually.My members are complaining about them!

How do you put games on your forum.I don't get that either.
My members are excited and now I lost what I just remembered!
Can someone please explain it to me here?
