Adding an Announcement in one place?

Hai. So i know you can add Announcements to be seen in all pages, and you can make a thread a sticky or global announcement and such. But is there any way to make a ... kind of an announcement in just one section, that can be seen in all those threads and such? I figured if it's possible it would be something used with HTML?
