HTML Not working for Admin

The links for HTML are not showing up for the main administrator for posts or anything in the AP, but they are there for other administrators. I set the rights for HTML in the following areas, but they are still not showing up:
1. AP > General > Messages and emails > Configuration > Allow HTML : yes

2. Profile > Prefrences > Allow HTML > Yes

For example, there is no HTML button when I go to post something in the forum, and there are no HTML buttons when I go to create a widget:

Are you talking about BBcode or HTML?
because on the 2nd image, the 'Buttons' are BBcode buttons, there are no HTML buttons.

Answered my own question. I opened it up in Firefox and there are no problems. Thank you for your help!

Chrome does not show it for some unknown reason.
