How to stop user

Hello There I Discovered that user aaronporter34 on my forum is making accounts I have Tryed IP Banning him but he goes to a friends computer and creates account how do I stop this user creating account as he is getting me anrgey

I wont it so the user's can not create more then one account

Well, you can try...

1) You can limit the account creation from IP address to whatever number you want

or...

2) Changing site registration settings to "Admin Approval Only"

yea but i still wont be able to tell if it him or not so I can not stop him at all
