I guess there are 5 types of forum tags .
This is on of them .
Tags are a free form method of categorization, currently being used in the WordPress Support Forums. The goal of using these tags in the WordPress Support Forum is to create a "heat map", an index of topics covered within the Forum. The larger the size of the tag, the more discussions about the topic.
Here is an example of that type of tag . Sorry it is the only one I could find at the moment ( and the mildest ) lol .
A link on the main page directs you to that page . Then you pick what you want to view .

4. When it comes to how something is visible and presented it's all how you make it. First thing I would recommand you to check is:
CP > Display > Structure and hierarchy
There you can pick how would you like to present categories and forums. After you do that, pay attention on how you created them and arranged. Cpanel only presents what you gived, no more, no less. Most likely you overlooked somewhere.
Edit: Please make sure that your topic title is a good representation on your problem. It will improve search engine for other users who have same or similar issues as you had.

2) TAG . In other forums , a tag is a link that when clicked shows a list of active links every forum in the site . Usually in alphabetical order . Easier to choose than scrolling a mile long main page .

3) It is not about just random clicking and hoping for the best, it is about understanding how it works so that in the future you never make mistake. For example, I am using
Split categories on index - Medium.
That allows me to have categories first and then forums inside and then if needed subforums. But, that's what I need, I don't know if you need your forum to be excatly like that.
