    How do you post something for your forum in a whole different page (for lack of a better word), like so? And do you have to be an admin to do it?

    Hi,

    yes you need to be an Administrator to do such a thing - it is a HTML Page, which can be access via: Admin panel >> Modules > HTML Page management
