What are the setting for this?

Found this website, and were you see the thing were it goes bottom to top and stops, then goes to the next, how do you do it?

Administration Panel --> General --> Configuration --> Messages & e-mails --> Announcements.

You should be able to go from there.

! NICK ! are right. But be sure that your settings should be:
General announcements options:
Activate announcements : Yes;
Announcements display : Where to display announcements;
Scrolling : Go up or what you like.
