How do I post stickies on my forum?

I am unable to see the option that allows me to post stickies and announcements that display on the top of each forum regardless of how many other post there are by other members.

Please advise thank you very much.

k, go to the thread you want to be stickied,
click edit on the first post in the thread
go down and press the "+" sign on options and click the sticky button and click send
