Smilie Box Problem

Hi all just a little problem i have found in a site i admin in

the problem is there is a big gap over the top of the smilies and you have to scroll down half the page just to see the ones that are there

as you can see the problem is there is a half way gap before you see any Emoticons at all Thumb down

Any help on this matter will be brill Thank you
