Glow and glitter on administrators name?

I'm not good with javascripts but I tried but it didn't work . I want to have a shadow and sparkles on my username. I already have a picture in front of it, but the other codes don't work.

It didn't work I tried running different browsers but still nothing, and some person has it on another website I'm on. And yes I 'm creator so it would still /u1. Click here to go to the website. Is it visible to you? Oh I'm ☆TheMagicMilk☆ by the way.
