I have packagers, reviewers, and graphic designers that have forum moderation rights but are not able to ban or edit a warning bar. They don't pop up as a moderator on the 'special users' list, either. http://forumansion.net

First you have to be sure you have the permissions set on the forums for moderator group to moderate each forum on your board.
In the forums permissions you will see a option Can Moderate, Be sure that option is clicked for each forum you want moderated with the moderator group.
Then for the profile fields/warning bar you have to have it set for admin and moderators there as well, It will all be in the fields options, you just have to set it correctly to what you want.

Also keep in mind you will have to create a different field for each image.
So like here on the this support forum, We have three warning images, then one ban image.. So you have to set a separate field for each warning bar image you are using. You can check the graphics sections if you need to find some different warning bar images.

Yeah, I have them set up to moderate the section. It just worked at all... I've tried this over and over.
