    I am the manager of the the Gold Detecting and Prospecting Forum http://golddetecting.4umer.net/f4-basket-admin

    We recently removed one of our administrators from admin and made him a member again. To do this we removed from the Adminsistrators and Moderators Groups. However he can still access the Admin areas. Is this a bug?

    No, go straight to the Admin Panel, & remove him from there. Don't remove him, using the Legend.

    This happens as well for me. To remove him permantely, go to the Administrative Panel.
