Can't Make A global Annoucement!

Hi, sorry if it's in the wrong section! I don't know weather it's a acp panel problem or not!
Anyway I searched the moderation panel all I could do was make a annoucement... I searched the option's under the topic and no where does it have the option to make a global annoucement! Please help me figure it out. Thanks!

P.S. I am the founder so I should have access too everything!

I see your forum version is phpBB2, and I see you removed the + / - icon

Go to Administration Panel => Display => Pictures and colors => Pics management => Advanced Mode => Mini-icons => + : Put this: https://2img.net/i/fa/tabs_more.gif

This problem is frequently.

Of course, after this you have to post a reply, and from Options column, click the + plus button.
