I'm sorry but there's nothing to stop him from changing hisforum IP Address, there is infact nothing on the Internet currently possible to prevent someone from accessing a site, without ofcause knowing that person's MAC Address from their modem/router, which is very hard to find out - far beyond a PHD in computing science.
