Hello,
That is called a 'News' widget, to add that, go to:
Admin Panel > Modules > Portal Management > Structure > Go to 'Addition of existing widgets':
Widgets : Set to 'News'
Location: Set it to 'Column 2'
>Save
You can set which forum topics/messages to be shown on that widget by modifying it
And change the 'board of the news' option to whatever you like > Save
