Where to place this code

Hello I have this code for an advertising company that I could make some money off for my forums by allowing them to advertise on my forums. Do I add this code to a Forum Widgets or Javascript? And also if I have disable ads viewing then will it still show or not?

Put it in an announcement, or widget or homepage message. Or templates if you have access.

Disabling the forumotion ads will not affect it in anyway since they are completely unrelated.

Can you explain this in more details? I'm very interested in maybe doing this to bring some income to my board to keep it free. I would like to do it through the homepage using a template, but i have never done it. if you could give me simple detail instructions i would appreciate it.
