I want to do the following thing.

When someone is starting a new thread or posting on already started one just before clicking on the box where he/she should write I want the members to see something like - PLEASE read the rules, DON'T spam, Follow the RULES....

When they click this message disappears and they post their post.

I remember that I saw a code for this here, but I can't find the topic.

You would go to the forum (General >> Categories & Forums >> edit the forum >> scroll bit down, Forum rules, option of showing it either quick reply, etc.)

Not above them, but in the box where you write your text.
