"Check this out!" window?

Can I make a pop-up window that pops up when you're in the forum even your registred and logged in that says "Check this new topic from the administrator! Click here!" or something like that?

Nah, just forget it. I just found out I could do this instead:

Administration Panel ---> General ----> Messages and Emails ---> Announcements
