Categories Won't Display Empty Categories Won't Display

On my forum I have categories to keep everything sorted out. But they do not divide what is inside them. I just get a list on the forum's index of all the topics that are in the catagories. Can someone please help me?

i think u dont made categories correctly or you forget to make hierarchy in admin Arrow general Arrow hierarchy (in the left side).
