Users can not see this one link?

When my users go to this thread: http://www.runewish.com/t497-how-to-advertise-for-runewish

They are telling me that the images say "Only Admins Can See Links" and it seems to only be here and I have heard it happen once elsewhere. I don't even know where I would find an option like this or where I would check it off.

General >> Categories and Forums >> Click on modify corresponding to a profile field >> Permissions tab >> See links in the messages : All
Save.

Repeat this for all forums.
