How can I create this in my forum?

Hi,

Go to ACP > Display > Homepage message

Put your content and save.

You can put BBcode into the homepage message, the system will accept it and automatically convert it into HTML. Thus, you can use BB tags such as the IMG, Spoilers, Lists, etc.
