No Moderator acfcess button appearing

I have se a member to be a moderator.
did all the admin/user group/username/permission/chkd mod
anddid admin/user groups/ugroups/mod

there still is no access button for the user on their sign in to get in to control panels.
is there something else i need to do so they can get to back room to actually moderate ?
they do show on index page as moderator

Moderators don't get access to the Forum Administrator Panel. The way that they can move, split, merge, delete, garbage threads is buttons at the bottom of a thread. They don't get anything like the Administration Panel if that is what you meant.
