    Have you checked the forum permissions for the topics? Go to admin panel=>Forum=>Permissions=>Forum Permissions control. Click on the forum you want members to allow to open a topic and check the "Open a topic" box for members.

    Well when you are in the forum permissions(Forum permissions not category permissions) Click on the advanced button and you will see the option that I told you about (Open a topic) and check the box next to members.
