You can't be sure. Its the IP of the ISP, not a single user.

Its your Internet Service Provide IP, that is being displayed. Its not your computer IP.

Nopes, you cannot view it there in the admin panel.

For example: On a network, if you have 10 computers each will have its own individual local IP, as a whole which you see in the admin panel is what can be said as External IP. It would be the same for all the 10 computers on the network.

Oh well, can't say. Just watch how they speak & ascertain if they are the same people. There is nothing else you can do.
