Sorry but when you make someone moderator in a subforum, that person will have complete moderation rights.

That's possible. If you're talking about administrators kinda moderators, just demote them by creating another group.
If you'd like to limit their powers, do this.
ACP < User and Groups < Group Administration < Permissions
If you'd like to modify moderation powers in categories, do this.
ACP < General < Categories and Forum < Permissions of each topic < Modify the ones who can moderate it < Save.
