How do you add warning bars?

How do you add warning bars? I see them all over, but I don`t know where to upload them. Please tell me. Sorry if this is in the wrong topic, I`m not good with know what question goes where.
The link posted didn`t help. It adds an extra bar instead of deleting the bar and adding a new one. I`m really confused.

Wait no I think i got it. So I individually replace the bar?
