Forum Permissions Empty Forum Permissions

I have the "View the Forum" checked for Guests and Members to be able to View (in Forum Permission Conrol panel).

(All the others are check only for Members)

However, I've been told that Guests are not able to view the main page of the forum. I went to the forum site (without signing in) and could not see the Forum, only the sign-in boxes.

Why can't guests View our Forum? (I want everyone to be able to see the Main page of our forum, but not able to read/reply to the messages, etc.
