Forumotion makes this pretty easy. Simply go to ACP -> Display -> and under the avatars section on the sidebar is a smilies link. You can add smilies there.

NOTE: Make sure you are using the admin panel in advanced mode. Otherwise the smilies link won't be visible.

Click on add a new smilie.
