administration panel question

hi to all i have a question only the one who create the site is able to log in in administration panel?
how about the special ranks like administrator and moderators ?

Only members of the original administrators group have access to the admin panel. That is the one with the crown in the group management section.

Ranks have got nothing to do with special powers.
Those in the administration group, will have access to the admin panel.
