As long as there are no links posted, then I think it is fine for it to be in the Forum Discussions. Unless I've misunderstood?

Even if there are no links, its like the user is soliciting for new team members which can happen via PM's. So the correct section would be the proposal of your forum, wherein you can mention you need staff members
