Yes the member has to either check off the notify replies in the message they are replying to. Or have it set to always send email to replies in their profile preffernces.

BY default, unless they modify it via their preferences or unless they modify it in the thread itself they'll receive when a reply is made.
You can also use the FM toolbar as well which provides a notification to a watched thread.

i figured it out... thanks for the help guys... it turned out to be it was sending me the notification but it was going to spam box... maybe something like this would be useful in a faq since i saw another thread a minute ago...
