How do you make those attention boxes in forum posts?

I would like to edit my own for my forum. Like for example, "Please do not double/triple posts, please separate posts at least 24 hours." Forumotion has it in a box. I would like my Staff use that code, not to copyright, but use it the code to edit the text. If it's allowed. It's really creative and grabs your members attention to follow the warning/Rule!

Its actually located within the Admin Control Panel

ACP --> General --> Categories and Forums --> You can either create a new forum or modify an existing one by pressing this --> Scroll down and you'll see something titled "Forum Rules" tick the appropriate boxes of where you want them to appear, add the rules you want and then hit save.
