How do i get the display thing on my forum

Hey I Did Saw that there was many forums who had a display thing.
Example its Do Say Hello Guest Pleas Register.
I Really Need that.

Are you referring to the login pop up?

Administration Panel > General > Forum > Configuration

Find 'login popup' activate it, write a message, and save.
