loging users problem

hello from yesterday the url login of my forum was blocked by our network in my county republic of iran
this url http://new1.nstars.org/login
now in our network this adress only can only open with proxy or vpn i want to change login adress only.is that possible?
i was try to do this from here but  i cant edit adress
