How to make a requirement that new users post in a specific forum before any others?

I think that the title is pretty straightforward, but I was wondering if I could make it a requirement for new users to post an 'I accept' post in my rules thread before posting in any other one.

Hello,
You can make another group to be default (0 posts) and people in group can see just one forum with that topic.
Then, make another grup with full acces and select to auto enter in this group users with 1+ posts.
