I remember a few years back I set the limit to topic replies to 990 and after that the topic would split but now I can't find where I did it.

I don't think you can change that, it is set as a limit of the number of messages on a topic:

You can only change how many messages are to be displayed per page in a topic:
Admin Panel > General > Messages & E-mails > Configuration:

ok, I was mistaken in thinking I set the 990 limit, and here I was hoping to make it 500.
