Friend Notifictions

Hello, I not sure where I should place the problem so place it here under other problems.

The problem is that I want do some kinda of code that can turn on the system for friend adding since I got tried of random people that send a friend add to me before they have talked or role played with me, so I was thinking if there is way to stop friend adding?

To disable that feature, go to:
Admin Panel > Users & Groups > User Options:
(User Settings) Allow friends/foes management : Set to No.
> Save
