I don't think you can add it below the portal but you can add it in the homepage and in an html page.

as u can see , this guy has a top sites on the bottom , so when i saw his forum
it was really nice , but that forum is phpbb3 he changed . so i think it is possible only by the way . what do u thing ?
but anyway i would like to know if somebody can help me , without change my version phpbb2 .

Go to add modules and create a module where it says "Custom Block", make name for it and then in Block source , add your banners code, and save it. then go again to Portal structure management down to Addition/deletion of personal modules and add the module. Hope i was clear. I have one on my site that goes up you can have it moving any direction you want by using the Marquees.

you can go to where he went http://itopsites.com/ and make your topsite then just add a nav link to the topsites page that is hosted for you from itopsites.
