How can i make a message in one forum. To be on the top of the topics. And another, how can i make i message, like a forum in all forums : D sound strange but : D

Yes thanks works, but i want to make this like a category. I want move a forums in this category like:

In Forum to have Topics.
And on the top to have a new category.
And these topics to move in that category
