I'm not pretty sure how does it mean in English,it seems like that when I settle it with“锁定”(i guess it means "lock"in english),then users won't  be able to make a new topic in that forums anymore.
But in mobile version,I can still make a new topic.
By the way.I can hardly understand any English,so if my topic is sent in the wrong section,then I'm sorry about that.And I hope the reply could be as easy as possible,thanks.

I'm half Chinese but I can barely speak it... ouch... lol. Anyway, go to Administration Panel < General < Categories and Forum < Modify  < Presets: Unlocked (Change it to that) < Save

Well then, instead of unlocked preset, just have it lock. and don't wonder why you can post because you're an administrator (If you are, that is) so you can still post just about anywhere.

For the second one, wut .-. ?

The administrator/founder can still create topics in locked forums.  He/she can also reply to locked topics.

Ask a member to try to start a topic in a locked forum on a mobile device.
