Reviving dead and unused forum

Hello everyone, 

Lately I have gained an interest into making my own forum for text based role playing. 

However, as there are many of those already existent, I have decided to seek out one that is the most ideal to what I wish to role play about (just so that I don't have to make it myself). 


I have found such a place, but it had been dead for a while now.

The owner abandoned it and the members left.


Is there a way for me to gain the WM account of said forum if the WM abandoned it?
