I still cant get to anything to let me advertise my forum.or am I missing something? 

You fill out the stuff mentioned in this thread: https://help.forumotion.com/t5855-forum-presentation-proposals
Then you post it in the thread above and once it is approved it will be moved to arts category where you can edit it and post replies etc.
