Time deplay among userposts/topics

I would like to change the delay time that users can post reply or create topic.
E.g: He posts a post/topic. After 2 mins, he/she can post the next.

Go to Administration Panel -> General -> Forum >> Security and find "Flood control. Delay between 2 messages, topics or private messages by a user." then fix it how you wanna it.
