Go to your Administration Panel => General => Messages and e-mails => Announcements

Make sure you activate the announcements. Then, press the Add button to create a new announcement.

However, the one in the picture shows an announcement with bbcode styling. You can use bbcodes/html in these announcements.

@erchima - Doing what @Ikerepc has stated would make a homepage message, like how Forumotion has the "Welcome to the support forum" with its links under its title.

My way would have a strolling/static (depending on what you choose) message across the top of your forum.
