Making a legend code

I was on another forum, seperate from forumotion and I liked a code they had. At the very top of the code, it always has a title, in this case the title is DF 42-P. After posting, there's also a border that surrounds the text. Is there anyway you guys can give me a code so I can use this too?

Yes, this code was in the message options where you can do quick replies. I just want to know if it's possible if I can do the same, is there a CCS or Javascript code I can place in my forum so I  can do things similar to what these people did on their Forum.

I still really do not understand what this does.  Could you post a screenshot of how it looks from where you seen it?

Huh? I'm not understanding, if you're talking about the legend code being a spoiler, then no. That's just the code they use, it creates a title - attached to that title is a border that surrounds the text. The only example I have is the picture I've showed and the code they use to do it.
