Sure, if you know their password. Private messages are just that, private. You can see how many PMs people have, logged in as the admin, but thats about it. In order to actually read the PMs you have to be logged in as that person. Which means you either know their password, or you go and change their password. I wouldn't suggest doing either unless there is a really good reason. If you change their password they won't be able to log in anymore, until you give them the password. So they'll know something happened.
