Is this the portal page? It's hard to tell without you giving us your forum address.
Anyway, if this is a portal page, go to your Admin panel and navigate to Modules > Portal & Widgets > Portal management
Then click 'Structure'. Once you're there you can reposition your widgets by simply dragging them. The widgets positioned on the top and bottom are stretched across the entire page so if you don't want that, drag them into the middle section.

It's hard to pin-point why the widgets are positioned on top/bottom of the forum instead on the left/right side. I'm pretty sure there's no easy way of positioning them like that.
If I were you I would:
1. Go to AP > Modules > Forum Widgets management and remove all widgets there. Then save ad re-add them. See if that works. If not:
2. Delete the entire CSS (and make a back-up in a .txt file) so that your CSS is empty. Save and see if that changed the widgets' layout. If not:
3. Go to AP > Display > Templates > General
Find index_body and set it to the default value (if you have a custom template, make sure to make a backup in a .txt file).
Let us know if any (and which) of these steps changed the layout of the widgets.

Tried all options, 3rd one the only thing was modified was overall_header. Hmm so I tried something, deleted the overall_header and see if it made a difference. And it did! But it made my recent topics not wide open as it should be. It was fine before tho.
