Here is my general template . Evidentally it has been modified . The areas in red I believe are pending ? Pending what ? What do they do and how do I find out if I want something changed or what it looks like ?

  Thank you . As always I did a search for my inquiry first . I did find that tutorial . I am too forumly challenged to interpret any of it . There is so much that I want to understand . It is obvious that I will need a considerable amount of schooling to even begin to understand the terminologies . Before I will be able to understand the features the terminologies describe .

Yes, you will need to learn about html first before you can understand how to correctly edit them . All of which you can't learn overnight. You should search on google for a site called 'Davesite', that site offer great lessons for beginners, was real helpful for me when I learned.
