Yes, you have to use credits to remove the ads. Moving the ads could lead to your forum being ban.

Forumotion is a free service, thus adverts will display on your forum if you choose not to remove them. This is the primary source of revenue ( along with credits ) for the service, which in turn helps keep it running and bring you new features. Modification of the adverts is very strict, and modifying them without the use of credits can put your forum at risk of termination. There's a reason the ads are in a specific position ; the person viewing your forum is more likely to see it, and if the ad interests them they'll click it to see more. Moving the advert to the bottom of the page reduces the chances of the viewer seeing the ad, and in turn is a disadvantage to the person advertising.
