I think they changed the rule to two requests per week. I could find where it said that if you had two open requests one would be locked or both would be locked, etc.

Technically, you can have two open requests at a time. Two requests per week is the only limit. If there are more than two and we notice it and are bogged down, we'll usually either lock it permanently and ask the member to request again after a certain period of time, or we will lock it temporarily and then unlock it when it can be worked on.
